EJTN is delighted to announce the opening of the call for applications for the 2023 Exchange Programme for Judicial Authorities!

The below activities are now open for applications as part of the Exchange Programme 2023.

Short-term exchanges in the courts/prosecutions offices/judicial training institutions of the EU MS

  • General exchanges for judges, prosecutors and court/prosecution staff in the courts/prosecution offices of the EU Member States (EU MS) enable participants to share the work of their counterparts in another EU country and to familiarise themselves with a judicial system other than their own.
  • Specialised exchanges are designed for judges and prosecutors specialised in a specific area of law. Exchanges are offered in the courts/prosecution offices of the EU MS in a vast array of specialisations.
  • Exchanges for court presidents and chief prosecutors allow members of the judiciary to shape their leadership and management skills.
  • Bilateral exchanges between courts/prosecution offices of the EU MS for judges, prosecutors and/or court/prosecution staff. In an exchange between two courts/prosecution offices of two different EU MS, one court/prosecution office from an EU MS will send a delegation of several judges/prosecutors/court staff to the corresponding court/prosecution office of the other EU MS, who will act as the hosting institution. Please read the call for applications for bilateral exchanges for details on how to apply. Attention:  Applicant courts/prosecution offices shall submit an exchange project and duly completed and signed hosting agreement at the time of their online application. In its meeting of 5 October 2022 the Exchange Programme Working Group decided to prolong the application deadline to 11 November 2022.
  • Exchanges for judicial trainers, including court/prosecution trainers, allow participants to become familiar with the training methodologies, pedagogical tools, best practices and any training initiatives which apply in the host country.

Long-term training periods for judges and prosecutors at Eurojust, at the Court of Justice of the EU (CJEU), and at the European Court of Human Rights (ECtHR):

  • Eurojust: 3–4 months, depending on the availability of each National Desk
  • CJEU: 6 or 10 months (from 1 September 2023 to 29 February or 28 June 2024)
  • ECtHR: 12 months (from 1 September 2023 to 30 August 2024)

Study visits in various institutions, Regional exchanges, the Judiciary learning grant programme and EJTN-CEPOL exchanges will also be available in 2023 and will soon be open for applications.
